William B. Trautman is a Senior Economist at the U.S. Internal Revenue Service (IRS) where he works on tax compliance risk assessment systems for large businesses. He is also President of taxCrest, LLC, a company he recently established to develop customized risk assessment software for tax administrations. Before joining the IRS, he spent much of his career advising ministries of finance in Eastern Europe, Asia and Africa on the development and implementation of information systems for tax policy and tax administration. He did this work through the Harvard Institute for International Development, the U.S. Treasury Tax Advisory Program, the International Monetary Fund, and a number of private consulting firms. He spent the early part of his career as a financial economist in the U.S. Treasury Office of Tax Analysis in Washington, D.C. He holds a Ph.D. from the RAND Graduate School, an M.A. from Duke University, and an A.B. from Harvard University.
